Memorandum for Heads of British Diplomatic Missions
Abroad and general reference at Homer 19 SEP 07
1. Duly accredited Foreign Attachés, on obtaining the necessary authority from the Admiralty, are permitted to visit the Dock and Building Yards, Ships in and out of Commission, Victualling Yards, Hospitals, Educational and other of His Majesty's Naval Establishments when accompanied by an Officer in His Majesty's Navy.
2. Duly accredited Foreign Attachés, on obtaining the necessary authority from the War Office, are permitted to visit Woolwich Arsenal, which includes the Gun Factory, Carriage, Laboratory, and Store Depart- ments, the Enfield Small Arms Factory, and Experiments at Shoeburyness and elsewhere, unless some very special reason exists for refusal.
3. Foreign Attachés will be permitted to view those Fortifications and Buildings which are open to the public generally.
4. They are permitted to visit the Gunnery and Torpedo Schools at Portsmouth, and will be shown all fittings and apparatus that are not of a Confidential nature.
5. They are, on receiving special permission, allowed to attend experiments of interest relating to Armour, Ordnance, Shipbuilding, &c., when the rights of inventors and others permit.
6. It is, and will be the constant endeavour of the British Government to reciprocate, as far as possible, the facilities afforded to our Attachés abroad.
